Thai Industrial Standards Institute (TISI)

The Thai Industrial Standards Institute (สำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม, TISI) is Thailand’s national standards body, operating under the Ministry of Industry. Established on January 1, 1969, under the Industrial Products Standards Act B.E. 2511 (1968), TISI was created to serve as the central authority for national standardization and product certification. Its mandate includes the development of mandatory and voluntary Thai Industrial Standards, the supervision of products placed on the market, and the administration of conformity assessment activities through technical committees and certification schemes overseen by the Industrial Product Council.

TISI represents Thailand in international and regional standardization and conformity assessment cooperation. It is a member body of the International Organization for Standardization (ISO) and participates in the International Electrotechnical Commission (IEC) through the Thai National Committee for IEC, for which TISI acts as secretariat. The institute is also involved in international accreditation and conformity assessment cooperation through the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC). At the regional level, TISI is a member of the ASEAN Consultative Committee for Standards and Quality (ACCSQ) and contributes to Asia-Pacific standardization activities under the Asia Pacific Area Standards Congress (PASC).

A core element of TISI’s role is the administration of nationally recognized certification marks used on products in the Thai market. These include mandatory certification marks required by law for specified products, voluntary certification marks for products meeting Thai Industrial Standards, and dedicated schemes for community products and small and medium-sized enterprises. TISI’s product certification is based on internationally recognized conformity assessment principles and combines product testing, factory inspection, and ongoing surveillance, giving the marks regulatory significance rather than purely promotional value.

In addition, TISI acts as Thailand’s focal point for the implementation of the World Trade Organization Agreement on Technical Barriers to Trade (WTO-TBT) under Cabinet designation, supporting transparency and international acceptance of technical regulations. The institute also operates a national standards information center, provides training and capacity-building programs, and serves as the sole agency in Thailand for the sale of ISO standards.
