National Accreditation Center of the Republic of Moldova (MOLDAC)


The National Accreditation Center of the Republic of Moldova (Centrul Național de Acreditare din Republica Moldova – MOLDAC) is Moldova's national accreditation body, responsible for accrediting conformity assessment bodies such as testing and calibration laboratories, medical laboratories, inspection bodies, certification bodies, and proficiency testing providers. Established as a public institution in 2013 following the reorganization of the former State Enterprise "Accreditation Centre in the Field of Product Conformity Assessment," MOLDAC operates under the Ministry of Economic Development and Digitalization. Its mission is to ensure confidence in the competence, impartiality, and independence of accredited conformity assessment bodies while supporting trade, consumer protection, and the competitiveness of the national economy.

Beyond its national accreditation responsibilities, MOLDAC cooperates closely with regional and international accreditation organizations. The organization is a member of the European co-operation for Accreditation (EA), the International Laboratory Accreditation Cooperation (ILAC), and the International Accreditation Forum (IAF), participating in the international system of mutual recognition of accreditation results. Through these memberships, MOLDAC applies internationally accepted accreditation practices and facilitates the acceptance of accredited conformity assessment results beyond Moldova. It also contributes to the development of accreditation practices through technical cooperation and participation in international initiatives.

MOLDAC is organized into specialized accreditation directorates covering laboratories, certification bodies, and inspection bodies, supported by units responsible for accreditation development, international relations, information technologies, training, management systems, and administration. To safeguard impartiality and technical competence, it is supported by an Accreditation Council, two permanent Technical Committees, an Accreditation Recommendation Commission, and an Appeals Commission. The Accreditation Council brings together representatives of regulators, accredited conformity assessment bodies, industry, consumers, and the Institute for Standardization of Moldova, ensuring balanced stakeholder participation in accreditation policy.

The organization's primary functions include assessing the competence of conformity assessment bodies, issuing, maintaining, extending, suspending, and withdrawing accreditations, promoting accreditation, providing training, participating in national and international quality infrastructure activities, and supporting the implementation of internationally recognized accreditation practices throughout Moldova. Its activities are governed principally by the Law on Accreditation and Conformity Assessment Activities and the international standard ISO/IEC 17011.
