Institute for Standardization of Moldova (ISM)


The Institute for Standardization of Moldova (Institutul de Standardizare din Moldova – ISM) is Moldova's national standardization body, responsible for developing, adopting, publishing, and promoting national standards. Established in 2013 following the reorganization of the National Institute for Standardization and Metrology, ISM is a public institution operating under the Ministry of Economic Development and Digitalization. It carries out national standardization policy under the Law on National Standardization No. 20/2016 by developing and approving Moldovan standards, adopting European and international standards as national standards, coordinating national technical committees, and ensuring public access to standards and standardization information. Its mission is to strengthen the competitiveness of the national economy by supporting the effective implementation and use of standards.

As Moldova's national standards body, ISM also plays an active role in international and regional standardization. Moldova has been a correspondent member of the International Organization for Standardization (ISO) since 1995, while ISM also represents the country in the Euro-Asian Interstate Council for Standardization, Metrology and Certification (EASC). In 2022, ISM became an affiliated member of CEN and CENELEC, and in 2026 it was admitted as a full member, marking an important step in Moldova's integration into the European standardization system. The institute also cooperates with national standards bodies and international partners through technical committees, training activities, and joint projects.

In addition to its statutory responsibilities, ISM provides training, consultancy, and information services related to standardization and quality infrastructure. The institute operates an integrated management system certified to ISO 9001:2015, ISO 37001:2016, and ISO/IEC 27001:2022, reflecting its commitment to quality management, anti-bribery, and information security. Its vision is to be a modern and active national, regional, and international standards body, while its core values emphasize professionalism, teamwork, innovation, and transparency.

ISM traces its origins to 1955, when the Moldavian Republican Laboratory for Standards Control and Measuring Techniques was established. The organization subsequently evolved through several institutional reforms before becoming the Institute for Standardization of Moldova in 2013, reflecting the country's transition from the Soviet standardization system to one aligned with European and international practices.
