Innovation and Technology Commission (ITC)
The Innovation and Technology Commission (創新科技署) (ITC) is the Hong Kong Special Administrative Region Government's agency responsible for promoting innovation and technology development, research and development (R&D), technology commercialization, and Hong Kong's public quality infrastructure, including standards, metrology, accreditation, and conformity assessment services. Established in 2000, three years after Hong Kong became a Special Administrative Region of the People's Republic of China, the Commission operates under the Innovation, Technology and Industry Bureau (ITIB). It was established to coordinate Hong Kong's innovation and technology policies while assuming responsibility for existing government functions in standards, metrology, and accreditation. The Commission develops and implements policies and programs that provide technology infrastructure, support research and innovation, develop talent, foster scientific cooperation, and strengthen Hong Kong's competitiveness.
Through its Quality Services Division, the Commission oversees Hong Kong's public quality infrastructure. The Hong Kong Accreditation Service (HKAS), which forms part of the Division, serves as Hong Kong's accreditation body and administers the Hong Kong Laboratory Accreditation Scheme (HOKLAS), Hong Kong Certification Body Accreditation Scheme (HKCAS), and Hong Kong Inspection Body Accreditation Scheme (HKIAS). The Division also oversees the Standards and Calibration Laboratory, which provides Hong Kong's standards and calibration services, promotes the use of internationally accepted standards, and supports conformity assessment to facilitate technological development, trade, and consumer confidence.
International cooperation is central to the Commission's work. Through its Quality Services Division, it represents Hong Kong in the International Organization for Standardization (ISO) as the Correspondent Member under the designation "ITCHKSAR" and participates in ISO technical committees covering a broad range of standardization activities. The Commission also supports cross-border testing and certification cooperation with Mainland China through the Closer Economic Partnership Arrangement (CEPA), facilitating market access for accredited conformity assessment services.
Beyond its quality infrastructure responsibilities, the ITC manages the Innovation and Technology Fund (ITF), supports major research initiatives such as InnoHK, oversees funding programs for businesses, universities, and researchers, and administers initiatives including the Technology Talent Admission Scheme (TechTAS). It works closely with organizations such as the Hong Kong Science and Technology Parks Corporation, Cyberport, universities, and research institutes to strengthen research capabilities, accelerate commercialization of innovation, promote new industrialization, and expand scientific and technological cooperation with Mainland China and international partners as part of Hong Kong's development as an international innovation and technology centre.
