IBNORCA (Instituto Boliviano de Normalización y Calidad)


The Bolivian Institute for Standardization and Quality (Instituto Boliviano de Normalización y Calidad, IBNORCA) is Bolivia’s national standards and quality organization, responsible for technical standardization, conformity assessment, and the promotion of quality across the country. Established in 1993, IBNORCA operates as a private, non-profit, public-private institution with the objective of contributing to societal welfare and improving the competitiveness, productivity, and management of organizations. Its activities cover standardization, certification, inspection, verification, testing, and training, and it plays a central role in Bolivia’s national quality infrastructure through its responsibilities in standardization and quality certification.

At the international level, IBNORCA represents Bolivia in global and regional standardization and electrotechnical cooperation. IBNORCA is Bolivia’s member body of the International Organization for Standardization (ISO) and represents the country in the International Electrotechnical Commission (IEC). At the regional level, it is a member of the Pan American Standards Commission (COPANT) and the Mercosur Standardization Association (AMN), and it participates in standardization activities within the Andean Community (CAN), supporting harmonization and cooperation across Latin America and the Andean region.

Within Bolivia’s national quality infrastructure, known as the SNMAC system, responsibilities are distributed among institutions covering standardization and certification, metrology, and accreditation. In this framework, IBNORCA is responsible for technical standardization and the certification of products and quality systems, working alongside the Bolivian Institute of Metrology (IBMETRO), which is responsible for metrology, and the Technical Directorate of Accreditation (DTA), which manages accreditation activities. Together, these bodies support product quality, regulatory objectives, and alignment with international trade and technical requirements.

Alongside its core mandate, IBNORCA contributes to international cooperation and development initiatives that apply standards and quality tools to broader economic and policy objectives. These activities address areas such as sustainable development, environmental protection, innovation, social inclusion, and participation in standardization, and support sectors including energy, environment, construction, health, agriculture, education, and small and medium-sized enterprises.
