Bureau of Standards Jamaica (BSJ)
The Bureau of Standards Jamaica (BSJ) is Jamaica's national standards body, responsible for developing and promoting standards, conformity assessment, and metrology services. Established in 1969 under the Standards Act, BSJ operates as a statutory agency under the Ministry of Industry, Investment and Commerce. It is governed by a 14-member Standards Council, while an Executive Director oversees its daily operations. Its main purpose is to improve the competitiveness of Jamaican businesses, support international trade, and protect consumers through standardization and related technical services.
BSJ develops, adopts, and revises national standards for goods, services, processes, and practices. This work is carried out through technical committees involving manufacturers, consumers, regulators, industry experts, and other stakeholders. The standards development process includes the evaluation of proposals, technical drafting, public consultation, and approval by the Standards Council and the responsible minister. The Bureau also publishes a standards development work program twice a year and maintains a catalogue of Jamaican standards.
Beyond standards development, BSJ provides testing, calibration, certification, technical advice, and industrial training services. Its laboratories cover areas such as chemistry, microbiology, mechanical engineering, construction materials, electrical products, and packaging. The Bureau also administers responsibilities under the Standards Act, the Processed Food Act, and the Weights and Measures Act. Its National Certification Mark Programme, introduced in 1984, recognizes products that consistently meet applicable Jamaican standards, while its Quality Institute provides training to help businesses improve their processes and meet market requirements.
Internationally, BSJ represents Jamaica in the International Organization for Standardization (ISO) and participates in regional cooperation through the Pan American Standards Commission (COPANT) and the CARICOM Regional Organisation for Standards and Quality (CROSQ). It also participates in activities associated with the International Electrotechnical Commission (IEC) and regional metrology cooperation through the Inter-American Metrology System (SIM). BSJ serves as Jamaica's National Enquiry Point under the World Trade Organization (WTO) Agreement on Technical Barriers to Trade and as the national contact point for the Codex Alimentarius Commission. These activities support Jamaica's participation in international standards development and help local businesses meet requirements in overseas markets.
BSJ maintains an integrated management system policy covering quality, information security, environmental responsibility, and continuous improvement. The policy commits the organization to conforming to ISO 9001, ISO/IEC 17025, ISO/IEC 17024, and ISO/IEC 27001, while following the principles of ISO 14001. Through these commitments, the Bureau aims to strengthen the reliability of its services and continuously improve its operations. For more information, please visit its official website.
