Bureau of Standards, Metrology and Inspection (BSMI)


The Bureau of Standards, Metrology and Inspection (經濟部標準檢驗局, BSMI) is Taiwan's national standards, metrology and product inspection authority under the Ministry of Economic Affairs. Its roots date back to 1912, when a commodity inspection office was established within the Ministry of Industry and Commerce. Over the following decades, Taiwan's standards, metrology and inspection functions were gradually consolidated, leading to the creation of the modern BSMI in 1999 through the integration of the former Bureau of Commodity Inspection and the Central Bureau of Standards. Today, BSMI develops and administers Taiwan's national standards system, maintains the country's measurement infrastructure, oversees product inspection and certification programs, and enforces commodity labeling requirements.

International cooperation is an important part of BSMI's work. The bureau participates in a range of international and regional activities related to standards, metrology, conformity assessment and trade facilitation. It is active in Asia-Pacific Economic Cooperation (APEC) initiatives concerning standards and conformance, technical regulations and regulatory cooperation, and supports Taiwan's engagement with the World Trade Organization's Agreement on Technical Barriers to Trade (WTO/TBT). Because Taiwan's participation in international standardization bodies is shaped by its unique international status, BSMI often takes part in regional and technical cooperation activities under the name Chinese Taipei while continuing to align Taiwan's standards and regulatory systems with international practices.

BSMI has a broader mandate than many national standards bodies because it combines standardization, legal and scientific metrology, product inspection, certification and market surveillance within a single organization. The bureau develops and maintains Taiwan's Chinese National Standards (CNS), which provide the foundation for standardization activities across the economy and are aligned with international standards where appropriate. It also operates national measurement systems and laboratories, administers regulatory and voluntary product certification programs, and oversees compliance with commodity labeling laws. These activities are intended to protect consumers, support fair trade, facilitate international commerce and help industry keep pace with technological developments.

The bureau operates through specialized departments covering standards development, metrology, product inspection, commodity labeling and administrative functions, supported by regional branches across Taiwan. Within Taiwan's quality infrastructure, BSMI works alongside Taiwan Accreditation Foundation (TAF), which provides accreditation services for laboratories, inspection bodies and certification bodies. Together, the two organizations help support the international acceptance of Taiwanese testing, inspection, certification and measurement results.

One particularly important role of BSMI is its responsibility for Taiwan's national metrology system. The bureau represents Taiwan in the International Committee for Weights and Measures Mutual Recognition Arrangement (CIPM MRA), helping ensure that Taiwan's national measurement standards and calibration capabilities are recognized internationally and remain traceable to the global measurement system.
