Bhutan Standards Bureau (BSB)


Bhutan Standards Bureau (BSB འབྲུག་ཚད་ལྡན་ལས་ཁུངས་) is Bhutan’s national standards body, responsible for developing and publishing national standards and coordinating key conformity assessment activities. Established as an autonomous organization following the enactment of the Bhutan Standards Act 2010, the Bureau has operated under its current name since 2011. It functions under the Ministry of Industry, Commerce and Employment and serves as the central authority for standardization, certification, testing, and metrology in Bhutan.

The Bureau’s mandate includes national standards development, product and management system certification, calibration and testing services, and coordination of laboratories and certification bodies. Through these functions, BSB supports quality, safety, consumer protection, and the facilitation of domestic and international trade. Its work is carried out through dedicated divisions for standardization, certification, and metrology and laboratory services, operating under the oversight of its Board and Director.

At the international and regional level, the Bhutan Standards Bureau cooperates with recognized standards organizations to align Bhutanese standards with international frameworks. It is a member of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), enabling access to international standards for national adoption. Bhutan, through BSB, is also a member of the South Asian Regional Standards Organization (SARSO), contributing to the development of regional standards that support trade across the South Asian Association for Regional Cooperation (SAARC) countries.

At the national level, BSB coordinates standards development across key sectors through its technical committee structure. These committees support the development of Bhutan Standards, the adoption of international standards, and the conversion of existing sectoral standards into national standards using established development processes.

Beyond its technical role, the Bhutan Standards Bureau engages government agencies, regulators, and other stakeholders through national consultations to help prioritize standards needs and strengthen the implementation of standards across policies, regulations, certification systems, and trade-related activities. For more information, please visit its official website.
