Hong Kong Accreditation Service (HKAS)
The Hong Kong Accreditation Service (香港認可處) (HKAS) is Hong Kong's accreditation body and a section of the Innovation and Technology Commission (ITC. Established in 1988, it has continued to operate under the Hong Kong Special Administrative Region Government since Hong Kong became a Special Administrative Region of the People's Republic of China in 1997. HKAS was established by building on the Hong Kong Laboratory Accreditation Scheme (HOKLAS), which had been introduced in 1985, and promotes competent conformity assessment services to support technological development, consumer confidence, regulatory compliance, and international trade.
HKAS administers three accreditation schemes that together form Hong Kong's accreditation system. The Hong Kong Laboratory Accreditation Scheme (HOKLAS), established in 1985 and incorporated into HKAS in 1988, is the oldest and largest of the three. It accredits testing and calibration laboratories, medical laboratories, proficiency testing providers, and reference material producers. The Hong Kong Certification Body Accreditation Scheme (HKCAS), launched in 1998, accredits certification bodies for management systems, products, greenhouse gas validation and verification, and other certification activities. The Hong Kong Inspection Body Accreditation Scheme (HKIAS), introduced in 1999, accredits inspection bodies across a wide range of sectors, including construction products, consumer products, indoor air quality, welding, and crime scene investigation. Together, the three schemes provide accreditation across Hong Kong's laboratory testing, certification, and inspection sectors.
International cooperation is a core part of HKAS's activities. HKAS is a member of the Global Accreditation Cooperation Incorporated (Global ACI), which assumed the functions of the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) in 2026, as well as the Asia Pacific Accreditation Cooperation (APAC). As a signatory to the relevant multilateral and mutual recognition arrangements, HKAS helps ensure international acceptance of reports and certificates issued under HOKLAS, HKCAS, and HKIAS. HKAS also supports cross-border testing and certification cooperation under the Closer Economic Partnership Arrangement (CEPA), facilitating recognition of accredited conformity assessment services between Hong Kong and Mainland China.
HKAS primarily accredits conformity assessment bodies in Hong Kong and, under arrangements that include CEPA, also accepts applications from testing laboratories in selected fields in Mainland China. It is advised by an Accreditation Advisory Board (AAB), whose members represent government, industry, technical experts, users of accredited services, and conformity assessment bodies. Technical development is further supported by specialized working parties and task forces covering fields such as medical testing, greenhouse gas validation and verification, energy management systems, occupational health and safety management systems, advanced molecular genomics, welding inspection, forensic science, and other technical disciplines. Assessments are carried out by a network of qualified assessors and technical experts under the supervision of the HKAS Executive.
