Instituto Nacional de Normalização e Qualidade (INNOQ)


The Instituto Nacional de Normalização e Qualidade (INNOQ) was established on 24 March 1993 by Law Decree 02/93 of the Council of Ministers and operates under the Ministry of Industry and Trade. Initially under the Ministry of Industry and Energy, INNOQ transitioned to its current ministry in 2000. As an autonomous body with judicial and administrative independence, INNOQ is the central organization responsible for defining and implementing Mozambique’s national quality policy and coordinating all activities related to standardization and quality.

INNOQ’s main functions include promoting standardization and quality in both product manufacturing and service performance. Its mission supports improving industrial conditions, enhancing consumer protection, safeguarding the environment, and facilitating trade at both domestic and international levels. Through these efforts, INNOQ aims to elevate living standards and strengthen Mozambique's overall economy.

On the international front, INNOQ collaborates closely with regional and international organizations in the fields of standardization and quality, including the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), and the African Organization for Standardization (ARSO). INNOQ is an observing member in nine ISO Technical Committees and three Project Committees, allowing it to monitor standards development in relevant sectors. These partnerships help align Mozambique’s standards with international norms, fostering mutual recognition of standards, reducing trade barriers, and enhancing Mozambique’s access to global markets.
